The overall objective of the project: to support sustainable environmental management and eco-tourism development by connecting naturals’ and touristic values in Shëngjini Commune;

The specific objectives:

1. The enhancement of institutional capacities of Shengjin Commune for natural resource management and tourism development

2. Support production and marketing of local tourism products in order to increase possibilities for income generation and livelihood

3. Improvement of capacities for providing touristic services by the tourism office of Shëngjini Commune and local Tourism Associations



Major activities:

1. Carry out field survey for full inventory and mapping of natural resources and tourist attractions;

2. Establishment of a geographical and tabular database on natural resources and tourism attractions for improved management and sustainable utilization of natural resources; and facilitation and documentation of the registration process of forest areas by ORER (Office of Real Estate Registration);

3.  Capacity building by providing training for the Commune on the use of the viewer software for the management of forest and pasture areas and update the GIS database through GPS technology;

4.   Preparation of forest maps for the registration of forest areas by the ORER (Office of real estate registration)for a pilot area of 440 ha ;

5.   Carry out training for the Commune on the use of the geographical database on natural resource and tourism attractions and organize training workshop on the marketing of tourism products for agro-bio products for farmers and related entrepreneurs, of artisan (non-agricultural) tourism products (handicrafts, clothing etc.) for businesses and for existing tourism associations on using tools and instruments to promote Shëngjini as tourism destination;

6.    Improvement of tourism environment by installing stools, waste bins and signal tables for beach areas and nature reserves;

7.   Organization of 2 fairs (one indoor and one outdoor fair) to promote traditional products (agro-bio products, handicrafts, traditional clothing etc.) from  Shëngjini area;

8. Design and establish a website for tourism information;

9. Preparation of a booklet to document existing natural resources and touristic attractions with scientific backgrounds;

10.Carry out an analytical review of the existing tourism plan for Shëngjini Commune for the identification of gaps and required updates in the plan;


Project beneficiaries: Shëngjini Commune, Local nature Conservation organizations, Tourism Agencies and Entrepreneurs, Environment;


Project narrative: Under current conditions, rural communities have to redirect their development strategies increasingly towards the management of natural resources. Shëngjini Community has been successfully implementing approaches to forest management and irrigation through several financed projects. However, models of eco-tourism and natural resources management have not yet been effectively applied to their own protected areas, eco-tourist values and natural resources potential. The present development concept will improve the management capacities within the Commune for the sustainable utilization of natural resources through eco-torusim and will link tourism development with natural resource management.


The most prominent of the the natural resources in Shëngjini Commune is the lagoon system of “Kune-Vain”, with regional, national and international importance. This legatine system of the “Kune-Vain” is made up of the main maritime habitats, as well as lagoons and wetland areas, but also by non-legatine systems such as forests, pastures, shrubs and agricultural land.The mountain of Renci and its connection with the coastal environment, with the sand and rocky landscape, with the carstic physiognomy of the other part of the terrain has created the conditions for biodiversity which is multifarious and specific at the same time. For its characteristics and attractive landscape, the Renci Mountain has been proposed to be proclaimed as Protected Landscape (category V of the IUCN). One of the main expected results of the project aims at an inventory and assessment of natural resource assets and touristic attractions. The survey results will be captured in a geographic and tabular database, which will be introduced to the Commune as a management tool. Capacity building and training measures are considered respectively. An immediate benefit to the Commune will be enabled through the support to the registration of forest areas which have been identified through the inventory. Required documents will be prepared by the project and the process will be documented. Final steps require formal approvals and will be carried out by the Commune. The registration of forest and pasture areas enables a generation of revenues by the Commune.
